Why owner consent is only half the story
The Land Titles (Strata) (Amendment) Bill 2026, introduced on 5 August 2026, proposes lowering the consent threshold from 80% to 70% for developments aged 40 to 59 years, and to 65% for those 60 years and older. It is not law yet. Even if it passes, the developer who buys your site still pays 35% ABSD on the land and has five years to sell every new unit. That is why 2026 activity has been concentrated in smaller freehold sites, and why large estates with a big price tag remain hard to sell whatever the vote.
