Part 2 of 2 · The 55-Year HDB Lease Cliff
1. The Financing Cliff 2. When to Sell

Your flat is not losing buyers when the lease runs out. It is losing them now, a few each year, from the moment its lease stops covering a young buyer to age 95.

The short answer

If your flat has fewer than about 60 years left and you expect to sell within five years, waiting rarely helps. Each year past the 55-year mark shrinks the pool of buyers who can finance it in full. Check your lease start year, find your band, and plan the exit before your band gets worse.

Part 1 explained how the CPF and loan rules cut your buyer pool. This part covers what that means for value and timing.

What Your Flat Is Worth on Bala's Table

Bala's Table is the Singapore Land Authority's leasehold relativity table. Valuers use it to estimate how much value a shorter lease takes off compared with freehold. The curve is gentle at first and steepens as the lease runs down.

Lease leftValue vs freeholdVs a fresh 99-year lease
99 yearsabout 96%100%
60 yearsabout 80%about 83%
30 yearsabout 60%about 63%

From 99 to 60 years, a flat loses about a sixth of its relative value, and from 60 to 30 years about a quarter more. That is the lease effect alone, not a valuation.

The Sell Window: Where Your Block Sits in 2026

Your flat's position depends on its lease commencement year, not the year you bought it. Check it on HDB Map Services, then find your band below.

•
Already past 55 years left
Lease began 1981 or earlier · 54 years or fewer
Includes older blocks in Queenstown, Toa Payoh, Ang Mo Kio and Bukit Merah. Most buyers under 41 already face pro-rated CPF.
⚠️
At the edge: 55 to 57 years left
Lease began 1982 to 1984
Pro-ration is starting for 35-year-old buyers now. This is the band where planning an exit in the next one to three years makes the most difference.
•
Approaching: 58 to 63 years left
Lease began 1985 to 1990
Still financeable for most buyers, but a 5 to 10 year hold runs into the 55-year mark.
✅
Comfortable: 64 years or more
Lease began 1991 or later
Full buyer pool for another decade. Lease decay alone is not a reason to act.

Sell Now, Hold, or Upgrade: The Honest Framework

✅ The Case For Acting Now

  • Your flat is already below 60 years remaining: CPF pro-ration is either active or approaching for most buyer profiles
  • You have a clear upgrade target: the proceeds model works and a suitable new launch is available now
  • Your children have moved out and you're keeping up a big flat you no longer need, so the lifestyle case for right-sizing is already there

❌ The Case For Waiting

  • Your flat is above 65 years remaining: you are still in the full-pool, full-CPF zone and the urgency is lower
  • Your school zone is actively working for you: children still in the 1km ballot cycle and you need the address
  • You have no upgrade plan yet. Selling into a private market you can't afford or haven't researched is worse than holding
  • Your flat is truly exceptional, with a high floor, open views or a recent renovation, and premium buyers are still paying for that

What a Fresh Lease Buys You

For an owner whose flat has around 54 years left, selling and upgrading is not only about avoiding the cliff on exit. A new launch restarts the clock: a fresh 99-year lease that your own buyer, 20 years from now, can still finance in full.

The trade-off is cash flow. If you sell your flat first and buy a private home as your only property, a Singapore Citizen pays no ABSD, but buyer's stamp duty still applies. Buying before selling triggers ABSD on the second property, which is why the order of sale matters. Run your net proceeds, CPF refund and loan eligibility before you commit to a target price. The net proceeds model walks through it.

James's Note

In ten years managing strata estates, the pattern in ageing buildings was always the same: the problem is invisible until the sale.

+ Why I would not wait past 60 years →− Collapse

Owners notice the paint and the lifts. Their buyer's lender notices the lease. My position: if your flat has fewer than 60 years left and you expect to sell within three to five years, there is no strategic reason to wait. You do not need to rush. But the buyer pool at 60 years is better than at 55, and better at 55 than at 50. Stop telling yourself there is no urgency.

Frequently Asked Questions

When is the best time to sell an ageing HDB flat?+

If you plan to sell within five years and your flat has under about 60 years left, earlier is usually better, because the buyer pool shrinks each year. If you have 64 years or more, lease decay alone is not urgent. Your upgrade plan and family needs matter more.

How much value does a shorter lease take off?+

On Bala's Table, a 99-year lease is worth about 96% of freehold, 60 years about 80% and 30 years about 60%. That is the lease effect alone. Location, flat type and market conditions can move actual prices well away from these figures.

Should I wait for SERS or en bloc?+

Only a small share of HDB blocks have been picked for SERS, and selection is announced by HDB, not predicted. Treat it as a possible bonus, not a plan. Make the sell-or-hold decision on the numbers you can verify today.

Do I pay ABSD if I upgrade to a private condo?+

A Singapore Citizen who sells the HDB flat first and buys a private home as their only property pays no ABSD, but buyer's stamp duty still applies. Buying before selling makes the condo a second property, which attracts ABSD. Check the latest IRAS rates before you commit.

What should I check before listing my flat?+

Your lease commencement year, the CPF and loan position of your most likely buyer age, recent transactions in your block, and your net proceeds after the CPF refund. With those four numbers, you can price the flat for the buyers who can actually afford it.
