How many buyers can still afford your flat?

WhatsApp James →Most owners know their flat has a 99-year lease. Few know that around 55 years left is where buyers start losing full use of their CPF and their loan limit, and the flat gets harder to sell.
Once your flat's lease no longer covers a buyer to age 95, that buyer's CPF use and loan limit are both pro-rated. A 35-year-old needs 60 years of lease for full CPF use. Below that, buyers need more cash and higher income, so fewer of them can bid for your flat.
The Financing Cliff: What Actually Happens at 55, 50 and 30 Years
Two rules work against your buyer as the lease shortens, one on CPF and one on the loan.
You can use your CPF in full only if the remaining lease covers the youngest buyer to age 95. Put simply, the buyer's age plus the remaining lease must be at least 95.
A 35-year-old needs 60 years of lease for full CPF use. On a flat with 55 years left, the lease only covers them to 90, so their CPF use is pro-rated and the gap must come from cash. CPF Board's own example: two 25-year-olds buying a flat with 65 years left (covered to age 90) can use up to 90% of the price.
Since May 2019, the loan limit is also pro-rated down when the lease does not cover the youngest buyer to 95, for both HDB loans and bank loans. Lenders also tend to offer shorter tenures on older leases.
A shorter tenure on the same loan means a higher instalment. On a $600,000 loan at 3%, a 30-year tenure costs about $2,530 a month. At 20 years it is about $3,330, and at 15 years about $4,140, roughly 64% more. At the 30% mortgage servicing ratio, the income needed rises from about $8,400 to $11,100 or more.

What the Cliff Costs Your Actual Buyer: Two Illustrative Scenarios
Here is what a 35-year-old couple faces when buying a $750,000 flat with 54 years left, compared with a flat at the same price with 70 years left.
Covers a 35-year-old to 105. Full CPF use, standard loan limit, 30-year tenure. On a $600,000 loan at 3%: about $2,530 a month, income needed about $8,400.
Covers a 35-year-old only to 89. CPF use and the loan limit are both pro-rated, so part of the price comes from cash. If the lender offers 20 years instead of 30: about $3,330 a month, income needed about $11,100.
Same price, different lease. The second buyer needs more cash and about $2,700 more monthly income. The seller never pays this directly, but buyers who struggle to pay negotiate harder or walk away.

Frequently Asked Questions
At what remaining lease does CPF usage get pro-rated?+
It depends on the youngest buyer's age. CPF can be used in full only if the remaining lease covers that buyer to age 95. A 25-year-old needs 70 years of lease, a 35-year-old needs 60, and a 45-year-old needs 50. Below that, usage is pro-rated.
Does the lease affect the buyer's loan as well as CPF?+
Yes. Since May 2019, the loan limit for both HDB and bank loans is pro-rated down when the lease does not cover the youngest buyer to 95. Lenders may also offer shorter tenures on older leases, which raises the monthly instalment.
Can someone still buy my flat with only 54 years left?+
Yes. Older buyers, cash-rich buyers and buyers with high incomes can still buy it. The issue is that younger, cash-light couples drop out, so the pool is smaller and you may face harder negotiation than an owner of a younger flat.
How do I check my flat's remaining lease?+
Look up your block on HDB Map Services or the HDB resale portal, which show the lease commencement date. Add 99 years and subtract the current year. Then compare that number with 95 minus your likely buyer's age.
How do I get the exact CPF amount a buyer can use?+
Use CPF Board's housing usage calculator with the buyer's age, the flat's remaining lease and the price. The amount also depends on the buyer's own OA balance. For financing decisions, speak to the lender or a licensed financial adviser.
