Part of the ECs guide · every article on the area in one place

Sembawang Road EC and Solano Grand EC share the same rules, the same $16,000 ceiling and the same deadline pressure. The gap that matters sits in the land cost and the price you will be asked to pay.

Short answer: Both ECs keep the 5-year MOP, the Deferred Payment Scheme, privatisation after 10 years and the $16,000 income ceiling. Sembawang Road cost less land ($692 psf ppr against $771), and analysts expect a lower launch price (above $1,700 psf against above $1,800). Solano Grand has the closer rail link and a higher estimate.

Land price paid, psf ppr (URA tender results)
Sembawang Road EC: $692Sembawang Road EC$692Solano Grand: $771Solano Grand$771

Land cost: about 11% apart

Solano Grand paid $79 psf ppr more for its land than Sembawang Road, about 11% higher ($771 against $692). Land is a large share of what a developer must recover, so it tends to carry through to the launch price. The analyst estimates fit that, with about $100 psf between them.

The runner-up at Sembawang Road bid $665 psf ppr, so the winning price was not a stretch. A developer buying at $692 has more room to price sensibly, though that is no promise it will.

What the resale next door says

Look at what the neighbours sell for. One Canberra, the EC about 260m from Sembawang Road, averaged about $1,277 psf over 12 months. Blossom Residences, about 830m from Solano Grand, averaged about $1,278 psf (EdgeProp). Almost the same resale base.

Against that base, a $1,700 launch is about 33% higher and an $1,800 launch is about 41% higher. EC launches usually sit above nearby resale because the units are new, but the size of the premium is yours to weigh.

Transport and schools

Solano Grand has the closer rail link, with Jelapang LRT about 360m away and the Downtown Line at Bukit Panjang about 1.1km. Sembawang Road has the North-South Line at Canberra, about 750m by my measure, and the North-South Corridor is being built along Sembawang Road.

Both have primary schools within about 700m, but priority for Primary 1 depends on MOE distance rules and balloting, not on a straight line. Check each address on the MOE map before it drives a decision.

What the rules ask of you

Both need a household income of $16,000 or less, a 5-year MOP and a sale of your HDB flat within six months of collecting the keys. The Deferred Payment Scheme is available on both, and reports of past EC launches suggest DPS units may carry a premium of about 3% (CDL, EdgeProp).

These are the last ECs on these terms. The next one, Canberra Drive, has a 10-year MOP, no DPS and an $18,000 ceiling, so the choice between these two is also a choice about timing.

Cash you need upfront

Both ECs ask for 20% of the price before construction moves, under either payment scheme (99.co). At the low end of the estimates, that is about $340,000 on a $1.7 million unit at Sembawang Road and about $360,000 on a $1.8 million unit at Solano Grand. At least 5% of the price must be in cash, and the rest can usually come from CPF (MAS loan-to-value rules).

The difference between the two is about $20,000 upfront, which is small next to the six-month deadline to sell your flat after keys. For most upgraders, the flat sale price is the number that decides which EC fits. Speak to a licensed financial adviser for advice specific to your situation.

Who buys from you at year five

When the 5-year MOP ends, you can sell only to Singapore Citizens and permanent residents until the EC is fully privatised at year 10 (HDB). That buyer pool includes HDB upgraders looking for their next home, the same group buying these ECs now.

The resale base next door shows what that buyer pays today: about $1,277 psf at One Canberra and $1,278 at Blossom Residences (EdgeProp). A new EC bought at $1,700 to $1,800 psf needs that base to rise, or your unit to stand out, before a year-five sale shows a gain. Seller stamp duty will not apply by then, because the IRAS holding period is shorter than five years.

My view

At the low end of each estimate, a 1,000 sq ft unit is about $1.70 million at Sembawang Road and about $1.80 million at Solano Grand. That is a $100,000 difference before any DPS premium, and these are illustrations, not prices.

I would not pick on the cheaper sticker alone. I would ask which address I will still be happy with when the 5-year MOP ends, which resale base I will compete against, and which monthly payment I can carry if rates move. The better EC is the one your funds gap supports without a stretch.

One last check before either launch. Ask for the official price list and the DPS terms side by side, because a lower sticker with a heavier deferred payment can cost more over the build period than a higher one without it. Read both before you compare.

Questions readers ask

Which EC is cheaper, Sembawang Road or Solano Grand?+

Analysts expect Sembawang Road at above $1,700 psf and Solano Grand at above $1,800 psf (EdgeProp). These are estimates, not developer prices. Official prices come near the preview, so check them before comparing.

Do both ECs have the same rules?+

Yes. Both keep the 5-year MOP, the Deferred Payment Scheme, privatisation after 10 years and the $16,000 household income ceiling. Newer EC sites have a 10-year MOP, no DPS and privatisation after 15 years.

Which EC has better transport?+

Solano Grand has the closer rail link, with Jelapang LRT about 360m away. Sembawang Road has Canberra MRT about 750m away, plus the North-South Corridor under construction. Distances are straight-line and you should check the walk.

When do they launch?+

Solano Grand targets December 2026 or January 2027. Sembawang Road targets 2027 after Chinese New Year. These are developer targets, so confirm dates close to the launch.

Can I buy an EC if I own an HDB flat?+

Yes, if you meet the eligibility rules, but you must sell the flat within six months of collecting the EC keys. Check HDB for current terms. This is general information, not advice to buy either project.
