Solano Grand EC: Does a 15-Year Gap Justify $771 PSF PPR?
302 homes at Senja Close in District 23 by CDL, near Jelapang LRT, with launch targeted for December 2026 or January 2027.
James Ong | Published 14 October 2026 | Executive condominium

Bukit Panjang has not had a new executive condominium in nearly 15 years, and that gap is the whole sales story for Solano Grand. A gap is a reason to be interested, not a reason for a price. Here is what the land cost, the units and the transport link actually support.

Direct answer

Solano Grand is a 302-unit executive condominium at Senja Close in District 23 by CDL, built on land bought at $771 psf ppr ($252.9 million, tender closed 5 August 2025). Launch is targeted for December 2026 or January 2027. It would be the first new EC in Bukit Panjang in nearly 15 years. Prices are not out.

What the numbers say

Land costWhat CDL paid for Senja Close+ Read →− Collapse

CDL Constellation's top bid was $252.9 million, about $771 psf ppr, from five bids. The tender closed on 5 August 2025 and was awarded on 26 August 2025 (99.co Insider, 2025; EdgeProp, 2025). At the briefing's 302 units, the land cost is about $837,000 per home. The tender estimate was about 295 units, so this figure moves if the final count does.

That is within about $2,000 per home of Wynwood Grand at Woodlands, and about $91,000 above the Sembawang Road EC (my calculations from the three land bids). Per home, the two CDL sites were bought almost level. The cheaper one is the Sembawang Road site.

The buyer poolWho the 15-year gap is waiting for+ Read →− Collapse

The 99.co Insider coverage of the tender pointed to about 9,000 HDB flats in Bukit Panjang and Choa Chu Kang that recently completed their MOP as the upgrader pool. I would treat that as a ceiling on the audience, not a promise of sales. Not every owner qualifies for an EC, and many will stay where they are.

The question that matters is smaller: how many of those owners can carry the monthly instalment after the sale of their flat, under the $16,000 household income ceiling (HDB, 2026). That is the number I would run for any household before the launch.

Transport and facilitiesWhat the briefing says about getting around+ Read →− Collapse

The briefing places the site near Jelapang LRT, which leads to Bukit Panjang MRT and the Downtown Line. That is a feeder link, not a one-seat ride, so I would time the real door-to-platform journey on a weekday morning before relying on it.

The project also includes a childcare centre of at least 500 sq m, enough for an estimated 100 children (project briefing, October 2026). For families, that is a practical convenience, and one I would confirm in the final plans.

Timeline and MOPDecember or January, and which MOP+ Read →− Collapse

The target is a launch in December 2026 or January 2027, and both can move. The site was awarded on 26 August 2025, before 8 May 2026, when new EC sites moved to a 10-year MOP, a 90% first-timer quota and no Deferred Payment Scheme (HDB/MND, May 2026).

That points to the earlier 5-year MOP, but I would confirm it in your sales terms. Since I do not have a price list, I am not putting a psf on Solano Grand yet. I will update this page when it is released.

Fit checkWho this suits, and who should look elsewhere+ Read →− Collapse

Solano Grand suits a Bukit Panjang or Choa Chu Kang household that has just cleared its HDB MOP, qualifies under HDB's EC rules and wants to stay in the west. The childcare centre and the LRT link are practical for a young family.

It is a harder fit for a household that may need to change address within five years, or whose daily commute does not run through the Downtown Line. Before you queue, add up the instalment, the maintenance fee and the cash you will keep after selling your flat. This is a framework for your own decision, not a recommendation to buy or to skip.

James's Note

The line that will bother some readers: "first EC in 15 years" is a scarcity argument, and scarcity only matters if the price has not already counted it. Before I let that line do any work, I would put the launch psf next to recent resale condo transactions in the area. I have not seen a showflat yet, so I am not commenting on layouts. Frequently asked questions

Where is Solano Grand?+ Read →− Hide

Solano Grand is at Senja Close in District 23, Bukit Panjang. The briefing places it near Jelapang LRT, which connects to Bukit Panjang MRT and the Downtown Line (project briefing, October 2026). It would be the first new EC in Bukit Panjang in nearly 15 years.

When will Solano Grand launch?+ Read →− Hide

The target is December 2026 or January 2027 (project briefing, October 2026). That is a target, not a confirmed date. Prices and floor plans have not been released, so treat any psf figure you see before the price list as an estimate.

How many units does Solano Grand have?+ Read →− Hide

The briefing gives 302 units. The tender estimate was about 295 units (99.co Insider, 2025), so the final count can differ. The project also includes a childcare centre of at least 500 sq m for an estimated 100 children (project briefing, October 2026).

What is the MOP for Solano Grand?+ Read →− Hide

The MOP is the period you must live in the unit before selling. Sites awarded from 8 May 2026 carry 10 years. This site was awarded on 26 August 2025, so the earlier 5-year rule is the likely one (HDB/MND, May 2026). Confirm it in your sales terms.

How does it compare with Wynwood Grand?+ Read →− Hide

Solano Grand's land cost is about $771 psf ppr against about $782 at Wynwood Grand. Per planned home they are almost level, at roughly $837,000 and $839,000 (99.co Insider, 2025; my calculations). Location, MOP and the launch price decide the real difference.
