The sales sheet says 750 sqft. The floor plan shows two bedrooms, a living area, a kitchen and a bathroom. What it doesn't say is how GFA harmonisation changed what that 750 sqft means, and whether you're getting more or less real space than the number suggests.
River Valley Green Parcel C is GFA harmonised, so the strata area on the sales sheet leaves out AC ledges, voids above rooms and some balcony space that pre-2023 projects counted. That's good news: the stated size is closer to space you can actually use. The trap is comparing Parcel C's psf with older River Valley condos quoted on the old strata area. That comparison makes Parcel C look more expensive than it really is.
GFA Harmonisation, The Rule That Changed the Measurement
From June 2023, URA changed how GFA and strata area are counted. Under the old rules, developers could include AC ledges, private enclosed spaces at ground level and some balcony overhangs in strata area, the figure on your sale and purchase agreement and the one your psf is based on. Those areas made units look bigger without adding much living space.
Post-harmonisation, those areas are excluded from strata area for new developments. The result: a post-harmonisation unit at 700 sqft genuinely delivers close to 700 sqft of usable space. A pre-harmonisation unit at 700 sqft might have delivered 620 to 650 sqft of genuinely liveable space, with the remainder in ledges, voids, and over-counted balconies.
In practice, Parcel C units will show a higher psf than older River Valley condos selling at similar prices, but the living space you get per dollar is much closer than the psf gap suggests. If you're comparing Parcel C with an older Aspen Heights resale unit, adjust for the measurement change before deciding Parcel C is expensive per square foot.
The Apples-to-Apples Comparison Within the Series
All three River Valley Green parcels are GFA harmonised: A (River Green, Wing Tai), B (River Modern, GuocoLand) and C (Sunway MCL and CSC Land). So psf compares directly across them. River Green averaged $3,130 psf. River Modern averaged $3,266 psf. Parcel C's estimated $3,500 to $3,800 psf is a genuine 7% to 16% premium over Parcel B on the same measurement basis. That premium has to be earned through specification, views or stack position, not a quirk of measurement. The Pricing Test in Layer 3 addresses this directly.
What to Watch for in the Unit Mix
About 470 units across 433,854 sqft of GFA works out to an average of roughly 920 sqft. CCR developers rarely build it that way. Expect the mix to lean towards compact 1-bedders and 2-bedders, lower in total price but higher in psf, with fewer 3-bedders and 4-bedders. Compact units carry the highest psf but need the least cash, and they have the deepest pool of buyers.

The floor plan question to ask at the showflat: "What is the net internal area of this unit, excluding balcony?" Most developers are now trained to provide this under harmonisation. If the answer is unavailable or evasive, the balcony is large relative to stated size and the effective liveable psf is higher than the sales psf implies. Ask for the ratio of balcony sqft to total strata area.
Move 2: What the Harmonisation Change Means for Older-Condo Sellers
Hardly any agent raises this. If you plan to sell an older River Valley condo such as a Great World City, Valley Park or Aspen Heights unit to move into Parcel C, your resale psf and the new-launch psf aren't measuring the same thing. Your 1,200 sqft resale unit might give you about 1,050 sqft of real living space. The 900 sqft Parcel C unit you're eyeing might give you about 875. The drop in living space is smaller than the raw numbers suggest, which matters if you're right-sizing. You may be giving up less than you think.
For retirement-planning buyers using the equity from a larger pre-harmonisation unit to fund a CCR foothold, this measurement delta can be the difference between a right-size that makes sense and one that leaves you genuinely space-constrained in retirement. Run the net liveable space comparison, not just the strata area comparison.
Harmonisation changed what you get when you buy a new launch, and most buyers still don't quite get the difference. The psf on a post-harmonisation unit is a cleaner number, closer to the space you live in. But unit sizes have shrunk. You're paying $3,500+ psf for 700 sqft instead of $2,500 psf for 900 sqft that was really 750 sqft of living space. The total bill is similar. The number is more honest. What I want buyers to focus on is liveable space per dollar, not psf on its own, because that's what the next 10 to 15 years of daily life are built on. A 2BR with 680 sqft of living space is a genuinely compact home at $2.5 million. Know that before you sign.
