The Thomson-East Coast Line was the trigger. Great World MRT opened and the corridor repriced. River Valley went from a premium residential pocket to a node with a station at its doorstep on one of Singapore's longest MRT lines. Parcel C isn't catching the start of the TEL story. It's arriving near the top of it. The question is how much runway is left.
River Valley Green Parcel C sits at TE15, Great World MRT, on the Thomson-East Coast Line. Add the Greater Southern Waterfront to the south and the steady upgrading of Robertson Quay, and the infrastructure story over the next 5 to 10 years is real and already committed. The corridor isn't early and it isn't late. It's at the point where land cost and product specification are both at the highest levels this precinct has seen.
The TEL Spine, Where Parcel C Sits
The Thomson-East Coast Line runs about 43km, from Woodlands North (TE1) through Springleaf (TE4) and down to Bayshore (TE29) in the east, through some of Singapore's most important housing corridors. Parcel C sits at TE15, Great World, which links the River Valley and Orchard fringe north to Caldecott (TE9), Stevens (TE11) and Orchard (TE14), and south through Marina Bay (TE20) to the East Coast.
The Greater Southern Waterfront, The Decade-Long Tailwind
River Valley Green Parcel C sits just north of the Greater Southern Waterfront, URA's largest redevelopment programme, stretching from Pasir Panjang to Marina East. The GSW is planned to add about 9,000 new homes, public and private, plus substantial commercial space along the southern coast over the coming decades.
Is Parcel C Early or Late on the Corridor?
Honestly, it's late in the GLS cycle and early in the masterplan story. All GLS land in the River Valley Green precinct has now been awarded, and no further parcels are planned there. That makes Parcel C the last new-launch way into this node on the TEL. Scarcity supports long-term prices, but it also means no more GLS awards nearby to lift the precinct again.
Conversely, the Greater Southern Waterfront transformation, the ongoing development of the Robertson Quay and Clarke Quay precincts, and the maturation of the TEL's full corridor value (the Bayshore-to-Springleaf stretch is still being progressively absorbed by the market) all represent ongoing repricing catalysts over the next decade. Parcel C is late relative to the GLS land cost ladder. It is mid-cycle relative to the infrastructure transformation.
The corridor position in one sentence: River Valley Green Parcel C is the last GLS plot on the best TEL node in D9, at the highest land cost ever recorded in this precinct, in the middle of a decade-long masterplan transformation that has not yet fully priced in. For an end-user or 10-year investor, that is a sound position. For a 3 to 5 year trader, the supply overhang from three concurrent launches makes it less clear-cut.

Once Great World station opened, the corridor moved faster than most analysts expected. River Green and River Modern both sold at prices above many pre-launch estimates. This node has repeatedly priced ahead of consensus. Whether that continues above $3,500 psf depends on a new catalyst, and the Greater Southern Waterfront is the obvious candidate. It's still early. A buyer holding Parcel C for 10 years is better placed to benefit from it. An investor who needs a meaningful gain within five years should be more careful about three parcels' worth of supply arriving together.
